Kyle Canyon Water District customers
must comply with all Clark County ordinances and rules governing
the use of water. Violations of these regulations will result in
a water waste fee on your water bill. For a full list of the Clark

Water Waste Fees
Water waste fees are assesed based on the system condition at the
time the violation occured and the customer's violation history
for the previous 36 months:

During all conditions except Emergency, the district
will notify customers upon the first observation of waste and give
them reasonable time to correct the problem. If problems are not
corrected, a violation will be issued and a fee will be assessed.
During Emergency conditions, the district may issue a violation
and fee without prior notice. If the customer is unavailable
or refuses to correct the problem, service may be terminated and
a fee will be assessed.
Customers may be given additional time to pursue
corrective action. Those who protest the findings of a water waste
investigation may request an outside hearing.
What is water waste?
The following list outlines what is considered
water waste:
- Allowing water to flow or spray off the property for which the
water was provided.
- Malfunctioning device or supply lines.
- Washing vehicles, equipment or driveways where water is allowed
to flow off the property for a continuous period of 5 minutes
or longer.
- Using spray irrigation between the hours of 11 a.m. and 7 p.m.
from May 1 through Sept. 30.
- Failure to comply with landscape
watering schedules and restrictions.
Landscape watering restrictions (Codes 24.34.020
and 24.34.030)
It's unlawful for customers of a public water
system to irrigate landscapes from May 1 through Sept. 30, between
the hours of 11 a.m. and 7 p.m. The following exceptions apply:
- Handwatering
- Irrigating new lawns for up to 30 days after planting or installation
- Irrigating commercial gardens or plant nurseries
- Irrigation system testing as long as the testing does not exceed
two minutes and the person conducting the test is present to observer
sprinkler performance
- Syringing, provided it doesn't exceed three minutes and the
individual operating the sprinklers must be present to observe
the sprinklers running
- Landscape irrigation audits, as long as the audits don't exceed
five minutes for pop-up spray heads and 15 minutes for impact
and rotor heads. The auditor performing the test must be present.
- Irrigation using a subsurface watering system.
