Water Waste Fees and Policies

When you sign up for water service with the Las Vegas Valley Water District, you agree to abide by our Service Rules—a contract outlining our rights and responsibilities, as well as those of our customers. Wasting water is a violation of the Service Rules and could result in a water waste fee on your bill and/or termination of service.

Water waste fees are based on meter size and violation history, and increase during advanced stages of drought.

How the process works:

  • When water waste is found or reported, the district investigates, determines if there is a violation and, if so, issues a violation notice. Customers often don't realize there is a problem and correct it once it's pointed out.

  • If the violation continues, the district assesses a water waste fee on the customer's water bill.

  • First-time violators may have their fee refunded after taking a water-efficiency course. Customers also may protest the fee and have an independent hearing. Those who have design flaws requiring more time to correct may be offered an extension.

  • Fees double with additional violations and are assessed consecutively based upon the previous 18-month history for the account.

Appeals

If you receive a water waste fee, there is a hearing process that allows you to appeal whether a fee was properly assessed.

Review the evidence of your violation prior to requesting an appeal hearing. Fax or mail your request for an appeal in writing within 14 days of the date shown on your notice of fee assessment.

An attorney from the Clark County District Attorney's office will act as the hearing officer and will notify you of your hearing date. A decision will be rendered within 10 business days of your appeal hearing.

  • Customer name and property address
  • Date and amount of fee being appealed
  • Statement and/or explanation for appeal
  • Customer's signature
